Dear Sir / Madam,

This short guide will help you get the best results from the tool.

What you need to know beforehand:

The purpose of this tool is to gain insight into your municipal (prevention) policy regarding seniors with depression and their caregivers. You will answer questions about:
Your local (prevention) policy,
Your cooperation at regional level,
Your cooperation at euregional level.

This tool is a self-capacity assessment. This means:
SELF: It is a tool to gain insight into your municipal policy. These questions will help you take into account different aspects as you will be able to think about depression prevention from a local, regional and euregional perspective. What you fill in will be in the report. The tool helps you to create a report which you can then use to improve your policy.
CAPACITY ASSESSMENT: The tool is based on the framework for capacity assessment of the UNDP (United Nations Development Program). There are three steps:
- A capacity assessment is performed to map the current situation. (Where are you now?)
- If this is clear, you can formulate capacity needs. (Where do you want to be?)
- Subsequently, targets for capacity development can be formulated. By working on this, the capacity level increases.
Completing this tool is Step 1: You are charting your current capacity. Then you can formulate your capacity needs per item and possibly set goals. The UNDP framework proposes that goals be formulated on an individual, organizational or societal level. This tool only looks at the organizational level. The subject 'depression' is approached as a broad societal theme.

While filling in:

There are 3 types of questions asked:

-Open questions:
We recommend you to elaborate your answer in case of a Yes / No question. In the explanation you can give an example of policy. Or you can call the reason for not implementing a particular policy. Also you can add any plans for the future.
If you are asked if you exchange information with other municipalities or organizations, please indicate how often this average occurs, for example monthly, half-yearly, annually, etc. Also indicate which organizations or types of organizations you have contact with.

-Scaling questions:
Each scale ranges from 1 to 5, low to high (for example, from not at all, or from very little to a lot or very often). Explain your answer giving as many details as possible in order to understand the chosen grade.

-Dual-scale questions about the region and the euregio:
You must complete a score for your (domestic) region and a score for your euregional region. Under your (domestic) region we refer to a region on NUTS 3 level, for example, Limburg Province. Under your euregio, we refer to the region you belong to from an euregional perspective, such as the Euregio Meuse-Rhine. This could also be a cross-border cooperation with a neighbouring country without being merged into an euregio. We recommend that you determine in advance where you are under "region" and under "euregio" in this capacity assessment.
You decide how extensive you want your answers to be. If you want to discuss the results afterwards with other people (internally or externally), it is advisable to give detailed explanations in your answers in each case.

Filling in the questionnaire requires a minimum of 30 minutes. If you choose to answer the questions very extensively, it may take longer. You can pause the questionnaire at any time and resume it at a later time.

Good luck!
